The results showed that that the Network for School as Learning Community in Iran can be discussed in socio-cultural as well as in economic- politicalframeworks. In thethird millennium, thephilosophy of lifelong learningin generaland locallearning in particular shows that education in Iran has been radically affected by new changes in the global area. The analyses and discussions in this work show that social andeducational developments, digital Learningthrough ICT, and new approaches to education including school as learning community “have affected socio-cultural context of learning more than its economic- political context.Enhancing the quality of learning through collaboration and through the growth of local awareness can provide further developments in teaching.
